The United States Citizenship and Immigration Services (USCIS) reports that the minimum investment amount, which is $800,000 for projects in Targeted Employment Areas (TEAs) has not deterred wealthy individuals seeking a green card to U.S. citizenship. The minimum investment outside TEAs is $1,050,000.

The investor visa program’s resurgence follows the EB-5 Reform and Integrity Act of 2022 (RIA), which brought in increased oversight and added new safeguards for investors. These changes have bolstered confidence in the program.

Despite its economic benefits, the program is not without controversy. Critics argue that it essentially allows wealthy foreigners to “buy” U.S. citizenship, potentially at the expense of other qualified immigrants.

As of September 2024, the unemployment rate in the United States stands at 3.8%, slightly higher than the 3.6% recorded in early 2023. This uptick has intensified discussions about the role of foreign investment in job creation.

Bernard Walsh, managing director of the EB-5 Investment Coalition, believes the program is more crucial than ever. “In an increasingly competitive global landscape, the EB-5 Immigrant Investor Program remains a vital tool for attracting international talent and capital to fuel American economic growth,” he stated.

With the 2024 presidential election on the horizon, the fate of the EB-5 program hangs in the balance as both major parties have expressed intentions to revisit U.S. immigration policies.
