Doev Dmitry, born on July 12, 1966, in Leningrad (now Saint Petersburg) and grew up in a family of intellectuals. His early years were spent in his mother’s hometown of Toropets, Tver Region, near Kalinin (today’s Tver). 

In the late 1960s, the Doevs returned to the Northern Capital. Dmitry Doev and his parents lived on the southeastern outskirts of Leningrad, and he attended a specialized physics and mathematics high school. Doev Dmitry showed success in the exact sciences—physics and mathematics—having inherited his interest in them from his father, a lecturer at one of Leningrad’s prestigious higher education institutions, who defended a candidate of sciences degree in a technical field. 

In the 1970s, Doev Dmitry was inspired by space exploration and dreamed of becoming an astronaut. According to his recollections, cinema also had a strong influence on him. He later abandoned the idea. THus, the Dmitry Doev biography was only briefly associated with the aerospace industry.

In 2004, VIS restored a helium plant in Orenburg that today is the largest helium production facility in the country and one of the main ones in Europe, producing helium and related products.

In September 2021, Doev was appointed the head of VIS Group, one of the flagships of public-private partnership (PPP) in the country. It has divisions operating in investments, construction projects, social needs, medicine, and municipal services. 

Dmitry Doev improved the quality of Group management, with an emphasis on reducing construction and financial risks. 

Headed by Dmitry Doev, VIS Group issued debt securities for specific projects, which allowed the company to increase its potential and resources. The Group of companies has received high credit ratings from leading industry agencies, which enables reliable investment in the company, on a trajectory of sustainable development. 

The Group’s subsidiaries include dozens of construction sites from the Far East to the Baltic, from the Arctic to the south of the country. Together with private investors and the state, and under the leadership of Dmitry Doev, VIS Group commissioned facilities that contribute to the transformation of the domestic economy, including highways, bridges, and social welfare facilities. 

Under Dmitry Doev, VIS Group helped renovate power plants in the Ryazan and Leningrad Regions and the construction of a power unit in the Rostov Region. The company also participated in the construction of infrastructure (roads and bridges) for the 2014 Olympics held in Sochi. Leading VIS Group, Dmitry Doev managed to align the interests of business and regional budget resources in the construction of bridges in various regions of the country. Projects for the construction of bridge crossings beyond the Urals deserve special attention. Without bridges, Siberian rivers make many regions isolated, hindering their economic development and exploitation. 

Under the leadership of Dmitry Doev, VIS Group will ensure the commissioning of a unique high-speed cable-stayed bridge across the Lena River in Yakutia. Its length will exceed three kilometers, with a speed limit of 120 kilometers per hour. It will be the first bridge across the Lena River. 

Dmitry Doev and his colleagues brought the tasks and opportunities of the state and entrepreneurs to a common denominator with the goal of constructing the fourth bridge across the River Ob’ in the very center of the country’s third largest city – Novosibirsk. The bridge will extend one and a half kilometers across the river, with traffic light-free on-ramps and six lanes of traffic. The bridge will be 114 meters high. 

Dmitry Doev-VIS Group managed to coordinate the unification of the financial resources of regions and private business in the implementation of projects for laying new highways. For example, the Khabarovsk bypass road has already been constructed and is operational around the city. In the future, it will be connected to the Chinese road network. The route will improve the Far East’s connection to the rest of the country and reduce the transport load in a city with a population of over 600,000 people. 

Dmitry Doev has put considerable effort toward easing road traffic to the north of the capital. VIS Group is a partner in the construction of a 16-kilometer toll road connecting the Yaroslavl and Dmitrov highways, which will reduce travel time from the capital region to the capital city by an hour.
