Key Takeaways

  • DoorDash will pay $131.5 million over worker pay violations
  • The settlement changes how DoorDash must track and calculate worker pay
  • Workers will have a direct role in monitoring future violations

The DoorDash Settlement requires the company to pay $131.5 million to settle a New York City investigation into alleged payment violations involving delivery workers. The agreement is expected to provide more than $115 million directly to over 260,000 delivery workers, while the remaining amount will cover penalties and other costs.

The settlement follows an investigation into whether DoorDash properly compensated workers under New York City’s minimum pay requirements. Along with compensation for past payment issues, the agreement introduces new measures intended to strengthen oversight of delivery-worker pay and prevent similar problems in the future.

Investigation Examined Millions of Delivery Payments

New York City’s Department of Consumer and Worker Protection examined DoorDash’s payment practices and records covering delivery activity across the city.

Investigators reviewed billions of company records, including more than 152 million payment transactions and approximately 110 million hours of delivery-related work. The DoorDash Settlement follows this extensive review of payment transactions and delivery-related work records. The review identified instances in which workers were allegedly not paid for certain qualifying work time or received payments later than required.

One of the central issues involved the way DoorDash calculated compensable time. Investigators found that certain periods when workers were available to accept deliveries, along with some trip-related time, were not properly reflected in compensation calculations.

The settlement covers alleged underpayments dating from April 22, 2022, through June 28, 2026. Eligible workers will not need to file individual claims to receive payments because the city plans to use DoorDash’s records to identify workers covered by the settlement.

The amount workers receive will depend on the circumstances of their individual cases. Some workers who were underpaid could receive compensation linked to the amount they were owed, while workers who received no payment for qualifying work may receive multiple times the amount originally due.

The city has described the agreement as its largest worker-related settlement, underscoring the increasing regulatory attention on app-based delivery platforms and their payment practices.

DoorDash Addresses Payment and Calculation Issues

DoorDash acknowledged that some workers had experienced underpayments or delayed payments. The company attributed some of the problems to technical issues, incomplete banking information, and complications involving deliveries that crossed city boundaries or included multiple pickup and drop-off locations.

The company said it had taken steps to address the technical problems.

A substantial portion of the workers’ compensation is connected to a dispute over how DoorDash accounted for time when workers were logged into the platform but were not actively completing deliveries. Approximately $83 million of the worker relief relates to this issue, while another $12.3 million addresses missed or delayed payments.

The settlement comes as New York City continues to enforce minimum compensation standards for app-based restaurant delivery workers.

The city introduced its minimum pay system in 2023 after adopting legislation requiring stronger compensation protections for delivery workers. The minimum rate has since increased, reaching $21.44 per hour before tips in April 2025, with subsequent adjustments linked to inflation.

City officials have said the policy has generated more than $700 million in additional wages for delivery workers since enforcement began in December 2023.

The DoorDash settlement adds another layer to the city’s efforts to ensure that delivery platforms accurately track working time and comply with compensation requirements.

New Compliance Measures to Monitor Worker Pay

The agreement also requires DoorDash to introduce new systems designed to improve how worker time and compensation are tracked.

The company will make software changes intended to ensure workers are not offered deliveries unless qualifying work time can be properly recorded. DoorDash will also be required to maintain compliance records, establish internal controls, and implement an internal monitoring system.

A separate worker-driven monitoring program will give delivery workers an additional way to share trip and earnings information with the city’s consumer protection agency. The information can help regulators identify potential discrepancies between work performed and payments received.

DoorDash will also provide detailed pay information to city officials as part of its continuing compliance obligations.

Settlement payments are expected to begin reaching eligible workers in the fall, with another round potentially taking place in early 2027 as certain payment calculations are completed.

The DoorDash Settlement represents a significant development in New York City’s regulation of app-based delivery services. By combining compensation for past payment issues with new monitoring and reporting requirements, the agreement places greater emphasis on accurate time tracking, transparent pay calculations, and regulatory compliance.
