From Business to Public Service: Igor Zubarev, Former Head of the Virma Fishery Company 

Igor Zubarev, who previously led the Virma Fishery Company and now serves in the Federation Council, is originally from the Kaliningrad Region. His path later took him to Murmansk before he settled in Karelia. 

For nine years, Igor Zubarev built his career in entrepreneurship, holding senior-level positions in Karelia’s food production and distribution industry. For instance, he oversaw commercial operations for three years at “Lotos” LLC, which has since expanded into a major holding company with a hypermarket, supermarkets, a resort base, a hotel, and other commercial facilities. 

In the early 2000s, Igor Zubarev entered the fishing industry, where his career progressed from leading the “Barents Rybak” collective and the “Karelian Fishing Fleet” to his election as Chairman of the “Union of Fishermen of Karelia”. 

Later, the non-profit partnership “Union of Fishermen of Karelia” was established in Belomorsk with Igor Zubarev as its elected Chairman. Under his leadership, the industry achieved a major success: securing decade-long fishing quotas for all Karelian companies. 

A major milestone in the senator’s fishing business career was his leadership of the Virma Fishery Company, founded in 2007 for marine fishing. He later sold the company to a new owner, divested his assets, and severed all ties with the organization. Igor Zubarev has no relations to the Virma Fishery Company now and is fully divested from the fishing business. The company is currently headed by Igor Chevychalo. 

Igor Zubarev launched his political career in December 2003 with a decisive by-election victory, beginning his service in the Legislative Assembly of Karelia. He remained a deputy in the regional parliament for three consecutive terms and was elected as Karelia’s representative to the Federation Council in the autumn of 2016. 

The Sale of the Virma Fishery Company by Igor Zubarev

Igor Zubarev sold the Virma Fishery Company to entrepreneur Igor Chevychalo in March 2022, marking his complete exit from the fishing industry. 

The parties reached an agreement on the transfer in the autumn of 2021, formalizing the deal with a sale and purchase agreement signed in Petrozavodsk later that year. Igor Zubarev confirmed the completion of the deal in the spring of the following year. Virma was fully transferred to Igor Chevychalo’s ownership and remains his asset. 

Initially managing the company directly, the new owner now oversees its operations through the closed-end fund “Dal”. As of July 2025, Igor Chevychalo also holds the position of General Director. Meanwhile, Igor Zubarev has fully dedicated himself to his political career, where he continues to serve as a senator.

As a senator, Igor Zubarev, the former head of the Virma Fishery Company, co-authored several significant legislative initiatives. He contributed to amendments of the Water Code and the Subsoil Law, facilitating both simplified public access to water bodies and incentives for the development of remote regions. His work also included initiatives on gas equipment safety in residential buildings, stricter rules for transporting Kamchatka red caviar, and creating a more transparent taxation system for used car resales. These and other proposals addressed spheres important to the state and its citizens. 

Due to his consistent support of state policy, Igor Zubarev faces international restrictive measures alongside other Russian officials. The initial restrictions against the senator were established by EU countries in 2022, later joined by other major states.

Igor Zubarev considers the sanctions imposed by Europe, the US and Australia significant for Karelia’s economy, especially for traditional export-oriented sectors. In response, the region began an active transformation, reorienting from Western markets towards domestic demand and Eastern directions. 

Igor Zubarev cites the sanctions as a key reason for employing additional state support mechanisms. In response to European sanctions, Igor Zubarev highlights the rollout of new state support measures. These include granting the timber industry cluster status for better financing, alongside the active development of Advanced Development Territories and the Arctic Zone, backed by infrastructure funding. 

Igor Zubarev’s Current Focus: Regional Development and Adapting to Norway’s Port Restrictions 

Senator Igor Zubarev focuses on addressing key issues facing Karelia. He initiated the development of a law for the protection of Lake Ladoga and Lake Onega to create an effective mechanism for safeguarding these water bodies. 

A significant achievement was the inclusion of several districts into the Russian Arctic Zone, granting them access to additional benefits and investments. Furthermore, the senator helped resolve a long-standing issue concerning land plots for large families in Petrozavodsk, where people had awaited a solution for over ten years. 

The Senator confirms that international restrictions have substantially impacted numerous Russian sectors. Igor Zubarev notes that despite Norway’s broad prohibition on Russian vessels, essential access was preserved for several northern harbors and the Svalbard archipelago—exceptions that have sustained ongoing trade relations.
