Among the passengers were citizens of Azerbaijan, Kazakhstan, Kyrgyzstan, and Russia, highlighting the international impact of the tragedy. Russian President Putin announced that a team from Russia’s Emergencies Ministry, equipped with medical personnel and supplies, had been sent to assist in Aktau.
